An Illinois federal judge certified a class with almost a million known potential members allegedly targeted in a massive unsolicited robocall campaign by Caribbean Cruise Line Inc. and others, ruling Monday that lists of unique phone numbers targeted in the scheme are sufficiently ascertainable to meet class requirements.
