    SEC Asks 2nd Circ. To Unfreeze S&P Exec's In-House Case

    The U.S. Securities and Exchange Commission on Wednesday told the Second Circuit that a district court overstepped its bounds in halting an administrative case against former S&P executive Barbara Duka, saying the judge shouldn't have considered Duka's challenge.
