    The city of San Francisco urged the Ninth Circuit Wednesday to vacate an injunction barring the city from removing encampments of homeless individuals for being too confusing, while homeless advocates argued the injunction is necessary to stop the city from making bogus shelter offers as a pretext for criminalizing homelessness in the city.
