A tax treaty between the U.S. and Canada authorizing the IRS to collect almost $125,000 of unpaid income taxes from a doctor on Canada's behalf is constitutional and can operate without action by Congress, the Fourth Circuit said Tuesday.

A U.S. tax treaty with Canada is constitutional despite a challenge from a North Carolina man who said the U.S. wrongly collected taxes from him on Canada's behalf, the government told the Fourth Circuit on Tuesday.
