A second attempt at class certification by 154 Illinois municipalities accusing online travel companies, including Expedia Inc. and Orbitz LLC, of underpaying hotel taxes was rebuffed again on Monday when an Illinois federal judge said the five proposed subclasses fail to set materially identical legal standards.
