    The Second Circuit refused Thursday to revive a nonbinary Ithaca, New York, cop’s lawsuit claiming she was discriminated and retaliated against for being gay and gender-nonconforming, saying reasonable jurors couldn’t conclude the city’s police department had violated the law.
