The Eighth Circuit won't pause a Bureau of Alcohol, Tobacco, Firearms and Explosives Rule targeting "ghost gun" kits that allow buyers to assemble firearms without a license, saying opponents of the rule haven't shown that they are facing irreparable harm by letting the rule go into effect while their challenge plays out in the courts.
